Amends Chapter 12 of Title 14 to add "Preparation Programs" to the chapter title covering educator licensure, certification, evaluation, and professional development.

Requires initial license applicants to achieve passing scores on both a content-readiness exam and a performance assessment by July 1, 2015, in collaboration with Delaware educators and the Professional Standards Board.

Exempts applicants seeking initial licenses in core content areas (Mathematics, English/Language Arts, Science, Social Studies) from the one-year teaching experience alternative requirement.

Adds new Subchapter VIII establishing educator preparation program approval standards, including rigorous entry requirements (minimum 3.0 GPA or equivalent standardized test scores), at least ten weeks of full-time student teaching, and rigorous exit requirements with passing scores on content and performance assessments.

Requires educator preparation programs to collect and report graduate performance data for five years, with particular attention to student achievement, and makes such data publicly available on an annual basis.
