Establishes a Controlled Substance Advisory Committee to advise the Secretary and state agencies on matters relating to controlled substance regulation and serve as the Secretary's designee in hearings.

Restructures disciplinary procedures for controlled substance registrants by consolidating grounds for denial, suspension, limitation, or revocation of registration and establishing a fine authority of up to $1,000 per violation.

Creates provisions for temporary suspension of registrations pending hearings, with 24 hours' notice to registrants and a maximum 60-day suspension period unless extended by continuance requests.

Expands Prescription Monitoring Program access to include licensed chemical dependency professionals, professional counselors of mental health, and the Chief Medical Examiner for specified purposes (substance abuse treatment, death investigation).

Requires all prescribers and dispensers to register with the Prescription Monitoring Program by January 1, 2014, with violations subject to disciplinary action.
