Creates a civil cause of action allowing victims to sue attorneys for intentional fraud or criminal misconduct occurring during Delaware civil actions, regardless of criminal prosecution status.

Permits suits against the attorney, their law firm, and any person or entity that aided, abetted, or conspired with the attorney, including adverse parties to the original civil action.

Allows recovery of actual damages, reasonable attorney's fees, costs, prejudgment and post-judgment interest, and punitive damages.

Establishes a 6-year statute of limitations from when the victim knew or should have known of the misconduct, with retroactive application to conduct occurring on or after January 1, 2007, and a one-year grace period for previously time-barred claims.
