Expands scrap metal processor recording requirements to include automobiles/automobile parts with vehicle identification numbers (VINs) and lead-acid batteries in addition to existing precious metals.

Requires scrap metal processors to electronically record images (still or video format) of all purchased articles and retain images for minimum 30 days; copies must be provided to law enforcement within 24 hours upon request.

Reduces copper and brass article holding period from 7 days to 72 hours from electronic reporting date, excluding holidays and weekends.

Requires scrap metal processors to have Delaware State Police auto theft technician clearance for any scrapped or dismantled vehicles received without title before processing.

Prohibits scrap metal processors from purchasing catalytic converters from individuals unless they provide credentials as licensed automotive dismantlers, recyclers, or commercial enterprise agents; also restricts purchases of items like metal bleachers, hard-drawn copper, beer kegs, cemetery urns, grave markers, railroad materials, and public utility items without proper authorization.
