Adds new subsection (g) to Delaware Code § 4146 permitting foot races and walking events on highways when approved by the Department or local authorities.

Approved events may exempt participants from traffic laws normally requiring pedestrians to walk facing traffic, allowing them to run or walk with the flow of traffic instead.

Approval shall only be granted when conditions ensure reasonable safety for participants, spectators, and other highway users, and prevent serious traffic flow interference.

Requires adequate traffic control as a condition of allowing participants to be exempt from applicable traffic laws during approved events.
