Expands the purpose of the Special Law Enforcement Assistance Fund (SLEAF) to include enhancement of criminal suppression and investigation, officer safety, law enforcement training, public safety education, community awareness, and victim services.

Creates the Special Law Enforcement Assistance Fund Committee (SLEAF Committee) with eight members including the State Prosecutor as chairperson, representatives from Delaware State Police, major municipal police departments, and at-large representatives from each county's local law enforcement agencies.

Requires the SLEAF Committee to meet quarterly to review funding applications and make recommendations to the Attorney General, though recommendations are non-binding; the Attorney General must approve all expenditures in consultation with the Director of Office of Management and Budget and Controller General.

Establishes that all SLEAF records, applications, approvals, and reports are exempt from public disclosure under Delaware's Freedom of Information Act, and designates the SLEAF Committee as a non-public body not subject to open meeting requirements.

Requires agencies receiving SLEAF funds to account for their use by June 30 each year and return any unspent funds to SLEAF unless granted a written extension of up to 120 days by the Attorney General.
