SB 76 Summary

• Changes election poll hours from 1 P.M. to 8 P.M. to require minimum 7 hours open (time flexible) for annual elections and annexation elections.

• Allows Town Council special meeting notices to be emailed or hand-delivered instead of requiring U.S. mail, with 48-hour advance notice required.

• Requires annual property assessment and financial audit to be posted on Town website and at Town Hall for public review, with notice posted in four public locations instead of five.

• Clarifies Town Solicitor selection does not require reappointment each year and grants Town authority to collect attorney's fees in delinquent tax collection proceedings.

• Modifies annexation procedures by lowering vote requirement to majority (instead of two-thirds) when committee approves annexation, and raising to four-fifths (instead of three-fourths) when committee disapproves.
