Authorizes fraternal, veterans organizations, and veteran-membership organizations to operate charitable video lottery machines upon Director approval, with play restricted to active members only.

Establishes revenue distribution: 60-86% to players, 40% to the state (with 1% directed to compulsive gambling treatment and assistance programs), and remaining proceeds to the charitable organization.

Limits each eligible charitable gaming organization to 10 machines plus one additional machine for every 70 members exceeding 500 members, with a maximum of 25 machines per organization.

Requires charitable gaming organizations to donate at least 40% of their video lottery machine proceeds annually to charitable purposes starting January 1, 2014, with annual reporting to the State Lottery Office.

Mandates all charitable video lottery machines connect to the state's central computer system by July 1, 2014, and subjects prizes to child support obligation deductions under existing state procedures.
