Authorizes the Secretary of the Department of Safety and Homeland Security to transfer approximately 1.57 acres of state-owned property located at 5501 DuPont Parkway (US 13) in New Castle County to the Town of Smyrna.

Property, identified as Tax Map Parcel ID No. 15-022.00-016, was formerly used as a fire control watch tower site and is currently surplus to state needs.

Town of Smyrna may use the property for public purposes including a water tower, water well, water treatment facility, and/or fire or police substation, with all responsibility for survey, annexation, and maintenance assumed by the Town.

Conveyance consideration is $1.00 and property transfers on an "as is" basis; property must revert to the State of Delaware if not used for public purposes.

Department of Safety and Homeland Security retains the right to use any water tower constructed on the site at no cost for installing public safety communication antennas.
