Motor vehicle lessors may include separately stated vehicle licensing recovery fees in rental agreements, along with airport fees, taxes, and other mandatory charges.

Vehicle licensing recovery fees must represent the lessor's good-faith estimate of their average annual costs for Delaware titling, registration, and licensing per vehicle.

If collected fees exceed actual annual costs in any calendar year, lessors must retain the excess and reduce estimated charges for the following year by a corresponding amount.

Defines "motor vehicle lessor" as a person whose primary business is renting motor vehicles to consumers for periods of 90 days or less.

Establishes that vehicle licensing recovery fees may only cover costs incurred by lessors to license, title, register, and plate rental vehicles in Delaware.
