Establishes separate sentencing provisions for first-degree murder based on offender age at time of offense, with adults (18+) sentenced under existing §4209 and juveniles under new §4209A.

Juveniles convicted of first-degree murder must be sentenced to a minimum of 25 years to a maximum of life imprisonment, all to be served at Level V security.

Juveniles sentenced to aggregate terms exceeding 20 years for non-murder offenses become eligible to petition Superior Court for sentence modification after serving 20 years at Level V.

Juveniles convicted of first-degree murder become eligible to petition Superior Court for sentence modification after serving 30 years, with court discretion to prohibit subsequent petitions for more than 5 years.

Applies retroactively to all persons previously sentenced for offenses committed before age 18, allowing resentencing under new juvenile provisions, though court approval is not required.
