Grants the Division of Professional Regulation authority to issue citations and fines for unlicensed professional practice discovered during investigations or inspections.

Sets first-time unlicensed practice penalty at no more than $250, with subsequent violations subject to fines up to $1,000 per day.

Requires cited individuals or facility operators to admit the violation and pay within 30 days, or deny and request a hearing within 10 days; failure to respond within 10 days constitutes admission.

Allows admitted violations to be referred to law enforcement agencies, including the Delaware Department of Justice, for criminal prosecution.

Removes prior cease-and-desist order procedures for professional licensing boards and streamlines enforcement through the Division's citation authority.
