Establishes a process for Kent County to create stormwater maintenance districts in areas with ascertainable boundaries upon petition by real property owners or as a condition of approval for new subdivisions and land developments.

Requires Kent County to hold a public hearing with at least 10 days' notice before establishing a district, with notice published in a county newspaper describing the proposed boundaries.

Authorizes Kent County to levy an annual stormwater maintenance fee on each dwelling unit within the district, calculated by dividing total annual costs plus administrative costs by the number of units, and collected through county tax bills as a lien on real property.

Permits Kent County or the Kent Conservation District to enter into contracts for stormwater infrastructure maintenance and allows consolidation of multiple districts without additional public hearings.

Requires all collected fees to be deposited in Kent County's general fund and paid out for stormwater maintenance, with provisions allowing the county to cover shortfalls pending tax collection.
