Establishes a provisional license for dentists employed by Federally Qualified Health Centers (FQHCs) to address dental care shortages in underserved areas.

Applicants must complete dental school prerequisites, hold a general practice residency or have a license in another jurisdiction with three years of practice experience, and provide proof of employment with an FQHC.

Provisional license permits dental practice only within the designated FQHC serving medically indigent populations, under supervision of a Delaware-licensed dentist.

Provisional license is valid for two years and must be converted to a full license by passing the Delaware practical examination (within the first year unless extended for good cause) and meeting all licensure requirements.

Board may deny full licensure if requirements are not met by the end of the two-year period; provisional license may be extended up to six months for good cause.
