Prohibits employment discrimination based on gender identity across hiring, promotion, compensation, and training programs, while allowing employers to enforce reasonable workplace appearance and dress standards consistent with an employee's gender identity.

Adds gender identity as a protected characteristic in hate crimes law and prohibits insurance companies from discriminating based on gender identity in policy pricing and coverage decisions.

Applies gender identity protections to county employment, public works contracting, and state civil service positions, with the act named the "Gender Identity Nondiscrimination Act of 2013."
