Changes Title 10 and Title 31 regarding placement of dependent children with non-relatives by replacing the requirement for DSCYF consent with a requirement for DSCYF assessment of the proposed placement.

Modifies the definition of "dependent child" in Title 10 to specify placement in homes of "adult individuals" who are not relatives requires DSCYF assessment instead of consent and approval.

Reorganizes Title 31, Section 351 to clarify requirements and exceptions for DSCYF evaluation of non-relative placements, making the evaluation an assessment for Family Court consideration rather than a prerequisite consent.

Establishes six conditions under which DSCYF assessment is not required, including placements with certain extended family members and when no abuse or neglect allegations exist against the caregiver.

Clarifies in Section 351(d) that the Family Court retains final authority to determine appropriate child placement, including under Chapter 23 of Title 13 (guardianship proceedings) and for children in DSCYF custody.
