Establishes the "Disability Victim Awareness Task Force" to study and compile crime statistics identifying victims with disabilities, including crime type and disability type, without disclosing victim names or identifying information.

Task Force comprises 17 members appointed by chairs or directors of organizations including the Developmental Disabilities Council, Criminal Justice Council, Department of Justice, Delaware Police Chiefs Council, Department of Health & Social Services, and legislative representatives.

Delaware Developmental Disabilities Council provides administrative staff support and the DDC representative serves as Task Force Chair; Chair may recommend additional qualified members.

Task Force must hold first meeting within 60 days of enactment and meet every other month thereafter.

Task Force shall submit findings and recommendations to the President Pro Tempore of the Senate and Speaker of the House by March 30, 2014.
