Senate Concurrent Resolution No. 29

• Recognizes the usefulness of the Emergency Preparedness Voluntary Registry in responding to 911 open line calls where callers cannot speak.

• Encourages more Delawareans to participate in the Emergency Preparedness Voluntary Registry, which allows residents to voluntarily enter medical and household information accessible to first responders.

• Encourages consideration of amending the registry to allow residents to preauthorize emergency personnel entry into their homes during 911 open line calls.

• Encourages Kent County and Sussex County to consider implementing Smart911, a database system that allows residents to input detailed household information and is portable across participating 911 centers nationwide.

• Dedicated in memory of Gracie D. Mirolli, who passed away on July 29, 2011, after calling 911 but being unable to speak.
