Establishes a Green and Better Building Advisory Committee to advise the General Assembly and Governor on sustainable building design and construction issues

Committee membership includes representatives from Delaware Valley Green Building Council, Energy and Sustainability Leaders Roundtable, Delaware Sustainable Energy Utility Oversight Board, three state universities, AIA Delaware chapter, Delaware Association of Professional Engineers, and Office of State Planning Coordination

Ex-officio non-voting members include representatives from Delaware Energy Office, Division of Facilities Management, and Controller General's office

Committee must meet within 90 days of enactment, then at least quarterly, and submit annual reports to the Governor, Speaker of the House, and President Pro Tempore by December 1

Primary functions include reviewing legislation on high-performance green buildings and sustainable land use, and coordinating public and private sector sustainability initiatives
