Senate Joint Resolution No. 4 - Summary

• Establishes the Undocumented Motorist Safety & Insurance Task Force to study the feasibility of issuing Driving Privilege Cards to undocumented Delaware motorists who complete mandatory motorist safety courses.

• Task Force composition includes 22 members from the Delaware legislature, state agencies, law enforcement, Hispanic community organizations, business chambers, insurance representatives, and immigrant advocacy groups.

• Focus areas include designing a Driving Privilege Card with appropriate use limitations, geographic restrictions, fraud prevention measures, implementation logistics, data protection, and methods to encourage insurance coverage.

• Task Force co-chairs (one from Senate, one from House) are responsible for scheduling meetings, preparing documentation, and submitting final recommendations to legislative leadership and the Governor by January 15, 2015.

• Task Force must begin meetings within three weeks of passage and convene at least monthly, with Senate Majority Caucus providing administrative support and materials.
