Proclaims April 6, 2014 as "National Tartan Day" in Delaware to commemorate the achievements and contributions of Scottish-Americans to the United States.

Recognizes that nearly half of the signers of the Declaration of Independence were of Scottish descent and that the heads of 9 of the original 13 states, including Delaware's John McKinly, were of Scottish ancestry.

Honors Scottish-American contributions to American advancement in science, technology, medicine, government, politics, economics, architecture, literature, media, and the arts.

Acknowledges the 200+ organizations throughout the United States that represent hundreds of thousands of Scottish-Americans and promote Scottish heritage, tradition, and culture.

Notes that April 6 commemorates the signing of the Declaration of Arbroath in 1320, which was a significant influence on the American Declaration of Independence.
