Senate Concurrent Resolution No. 6 - Summary

• Establishes a Workplace Bullying Task Force to study workplace bullying in Delaware and recommend how the state, employers, and employees should address the issue.

• Task Force composition includes the Attorney General, Secretary of Labor (chair), State Coordinator of Delaware Healthy Workplace Advocates, two business representatives, two labor organization representatives, and representatives from ACLU Delaware, Delaware Bar Association, and Delaware Chamber of Commerce.

• Task Force shall examine definitions of workplace bullying, the need for additional laws, and different enforcement models including private rights of action, injunctive relief mechanisms, state employment discrimination enforcement, and occupational safety and health administration enforcement.

• Task Force must hold its first meeting within 60 days of enactment and submit findings and recommendations by April 30, 2014 to the President Pro Tempore of the Senate, Speaker of the House, Controller General, Secretary of Labor, and Director of the Office of Management and Budget.

• Department of Labor shall provide staff support to the Task Force, and the Controller General shall assist with fiscal impact analysis of any recommendations.
