Establishes a Low-Wage Service Worker Task Force to study low-wage service sector jobs in Delaware, including growth trends, worker demographics, poverty rates, and impacts on families and communities.

Task Force composition includes 2 State Senators, 2 House Representatives, representatives from the Attorney General's Office, Department of Labor, Department of Health and Social Services, State Controller General's Office, 2 AFL-CIO representatives, 2 Delaware State Chamber of Commerce representatives, and 2 members of the public.

Task Force co-chairs (one from Senate, one from House) are responsible for scheduling meetings, distributing notices and minutes, reporting member information to Legislative Council, and ensuring final report submission to Governor and General Assembly.

Task Force must begin meetings within 60 days of resolution passage and submit findings and recommendations no later than October 31, 2014.

Resolution cites low median wages of $8.80 per hour in the sector, federal poverty level of $23,550 for families of four, and estimated $7 billion annual cost of public assistance to low-wage workers' families.
