Establishes the Delaware Waterways Management and Financing Advisory Committee to develop recommendations for sustainable and dedicated funding for statewide waterway management activities.

Committee composition includes 2 Senate members (one from each caucus), 2 House members (one from each caucus), and 15 representatives from recreational boating, commercial fishing, marine businesses, environmental organizations, and government agencies.

Committee shall be jointly chaired by a Senate member appointed by the President Pro Tempore and the Secretary of the Department of Natural Resources and Environmental Control (DNREC) or designee.

DNREC shall provide administrative support to the Advisory Committee.

Committee must hold first meeting by November 10, 2014 and submit findings and recommendations to the General Assembly by January 30, 2015.
