SCR 63 Summary

• Creates an IEP Improvement Task Force to examine ways to improve the Individualized Education Plan process for students with disabilities in Delaware public schools.

• Task force membership includes 2 state senators, 2 house representatives, Secretary of Education, representatives from parent and teacher organizations, school administrators, special education teachers, service providers, advocates, and 3 parents from each county.

• Task force chair to be selected by the Senate President Pro Tem, with the Lieutenant Governor serving as temporary chair.

• Task force must report findings to the General Assembly and Governor by January 1, 2015 on IEP practices in other states, differences among Delaware school districts, research on best practices, legal restrictions, and potential legislative or regulatory improvements.

• Delaware Department of Education shall provide staff support, and all school districts and charter schools must promptly respond to task force information requests.
