Establishes the Delaware Waterways Management and Financing Advisory Committee to develop and submit recommendations for sustainable and dedicated funding for statewide waterway management activities.

Committee shall consist of 16 members including 2 senators (one from each caucus), 2 representatives (one from each caucus), and representatives from commercial charter boating, retail fishing businesses, Delaware Center for Inland Bays, marine dredging, private marinas, recreational boating, Coast Guard Auxiliary, sailing associations, recreational fishing, Office of Management and Budget, and DNREC.

Committee shall be jointly chaired by a Senate member appointed by the President Pro Tempore and the DNREC Secretary or designee.

DNREC shall provide support and administrative assistance to the Advisory Committee.

Committee must organize and hold its first meeting by September 1, 2014, and submit findings and recommendations to the General Assembly by November 3, 2014.
