Recognizes the work of the Governor's Advisory Council for Exceptional Citizens (GACEC), which was established through Delaware Senate Bill 353 in 1977 to advise on human service and education needs of exceptional citizens of all ages.

GACEC serves as the State Advisory Panel for the Individuals with Disabilities Education Act (IDEA) and its amendments at the federal level.

GACEC advises the state educational agency on unmet education needs for children with disabilities, comments on proposed rules and regulations, and assists with data collection and evaluations.

GACEC operates with a staff of three members (Executive Director Wendy Strauss, Office Manager Kathie Cherry, and Administrative Coordinator Kristin Mullen) and volunteer members appointed by the Governor who hold monthly public meetings.

Directs that suitable copies of the resolution be provided to GACEC members upon passage.
