Establishes a "Blue Collar" Task Force composed of legislative members from both chambers, executive department secretaries, and representatives from business and labor organizations to study policies and programs for attracting and retaining blue-collar jobs.

Task Force includes 4 legislative co-chairs/members, 5 executive department designees, and 11 private sector representatives from contractors, builders, manufacturers, building trades, AFL-CIO, business roundtable, and chambers of commerce, plus 3 public members.

Requires university and vocational school presidents and superintendents to provide faculty expertise and data to assist the Task Force's work.

Co-chairs responsible for scheduling meetings, distributing notices and agendas, preparing minutes, and submitting final report to legislative leadership, Governor, and Legislative Council by January 23, 2014.

Task Force sunsets after submitting recommendations for legislative or executive action by January 23, 2014.
