Direct the Delaware Department of Transportation (DelDOT) to conduct a sound level study on Interstate 495 in areas adjacent to residential neighborhoods in Delaware as soon as possible.

Require DelDOT to report preliminary findings and recommendations for noise abatement to the General Assembly before the reopening of I-495.

Authorize DelDOT to use specialized consultants to study noise characteristics at specific locations to identify areas exceeding threshold levels of traffic noise that warrant noise abatement measures.

Establish that noise abatement measures are intended to reduce highway traffic noise impacts on noise-sensitive areas including residential neighborhoods, churches, schools, hospitals, and public recreational areas.
