Direct the Cabinet, coordinated by the Secretary of Finance, to develop a single portal for all Delaware business licensing requirements and fees.

Consolidate multiple annual state agency fees and licensing permits that are currently due at different times throughout the fiscal year into a single coordinated date.

Require participating agencies (State, Finance, Natural Resources and Environmental Control, Transportation, and Delaware Economic Development Office) to cooperate in implementing the portal system.

Direct the Cabinet to present preliminary recommendations and implementation timeline for the portal to the General Assembly by October 1, 2014.

Address complaints from the "Blue Collar" Task Force that scattered fee payment dates and multiple licensing requirements create unnecessary burdens, particularly for small businesses.
