Direct the Delaware Economic Development Office (DEDO) and Delaware Department of Natural Resources and Environmental Control (DNREC) to examine issues and opportunities for extending a natural gas pipeline from New Castle County into Kent and Sussex Counties.

Require DEDO and DNREC to work with private sector providers to develop an implementation plan for the pipeline extension, as recommended by the "Blue Collar" Task Force.

Task Force findings indicate that natural gas availability in Kent and Sussex Counties affects energy costs and the state's ability to attract manufacturing businesses.

Pipeline extension through a public-private partnership would lower energy costs for businesses and homeowners, create local jobs, and strengthen Delaware's economic competitiveness.

Require DEDO and DNREC to report preliminary findings, recommendations, and a timeline for the pipeline extension to the General Assembly by June 1, 2014.
