Senate Joint Resolution No. 4 Summary

• Establishes the Undocumented Motorist Safety & Insurance Task Force to study and recommend policies for issuing Driving Privilege Cards to undocumented Delaware residents who complete motorist safety courses.

• Task Force composition includes 22 members representing state legislature, executive agencies, law enforcement, Hispanic community organizations, chambers of commerce, and insurance providers.

• Task Force will examine Driving Privilege Card design, permitted uses, fraud prevention, implementation logistics, data storage safeguards, and mechanisms to encourage automobile insurance coverage among cardholders.

• Task Force must begin meetings within three weeks, meet monthly, and submit final recommendations to the President Pro Tempore of the Senate and Speaker of the House by January 15, 2015.

• Senate Majority Caucus will provide necessary staff and materials support for the Task Force's operations.
