Adopts the operating rules for the Delaware State Senate for the 147th General Assembly, establishing procedures for daily business including prayer, roll call, journal reading, and bill introductions.

Requires the Senate to convene Tuesday, Wednesday, and Thursday at 2:00 p.m. unless otherwise ordered, with all proceedings open to the public.

Establishes 26 standing committees covering areas such as Finance, Education, Judiciary, and Health and Social Services, with the President Pro Tempore responsible for all committee appointments.

Mandates that bills remain in committee no longer than 12 legislative days before members can petition to have them reported to the Senate, and requires at least 5 calendar days' notice before committee meetings.

Requires all bills, amendments, and resolutions to be decided by roll call vote with a majority of all elected members needed for adoption, and prohibits tabling of roll calls.
