Requires responsible employees of higher education institutions to report alleged sexual assaults involving students to law enforcement or campus public safety within 24 hours.

Law enforcement must notify municipal or state authorities within 24 hours and provide aggregated reports to the Department of Justice every 30 days.

Responsible employees must inform victims of their rights under the Victims' Bill of Rights and provide information about confidential counseling and advocacy services.

Exempts reports obtained through privileged communications, reports made by sexual assault advocates, and disclosures at student-led speak out events from the reporting requirement.

Institutions must train responsible employees within 3 months of hire and every 2 years thereafter; all students must receive sexual assault prevention training with additional training for high-risk groups like athletes and fraternity/sorority members; violations subject to civil penalties up to $10,000 for first offense and $50,000 for subsequent violations.
