Establishes the Office of Financial Empowerment within the Office of the Secretary, Department of Health and Social Services.

Authorizes the Office to provide financial literacy education, personal financial coaching for economically vulnerable Delawareans, and coordinate state financial empowerment programs and services.

Directs the Office to serve as a resource to state agencies, employers, educational institutions, and non-profits on financial literacy and empowerment matters.

Enables the Office to seek funding from private or governmental entities, conduct public educational forums, publish materials, and coordinate with other entities focused on financial literacy.

Secretary of Health and Social Services determines the Office's structure and staffing.
