Increases the maximum property tax rate for Sussex County Vocational-Technical High School District to 29.00 cents per $100 of assessed value for tax year 2016, 30.00 cents for 2017, and 23.50 cents for 2018 and thereafter (replacing the previous rates of 20.97-23.50 cents)

Caps total enrollment at 1,445 students for 2015-2016, 1,345 for 2016-2017, and 1,250 for 2017-2018 school years

Requires a random lottery for admissions when applications exceed capacity, with no single Sussex County school district's admitted students exceeding the vo-tech district's enrollment as a percentage of the county's total 8th grade enrollment

Limits admission preferences to siblings of current students and children of permanent district employees working at least 30 hours per week

Prohibits denying lottery entry to students with GPAs below the 70th percentile or who failed an 8th grade course, and bars removing enrolled students for disciplinary reasons (except expulsion) without consent from parents and the student's home district
