Removes forfeiture of office for Town Commissioners based on attendance, eliminating penalties for missing three consecutive monthly meetings or four meetings in a 12-month period.

Eliminates the Town Commission's ability to vote on whether a forfeiture has occurred and removes the requirement to provide written notice of such determinations.

Modifies conflict of interest provisions to allow commissioners to self-disqualify from voting without requiring other commissioners to vote on whether a conflict exists.

Updates the oath of office requirement to reference Article XIV, Section 1 of the Delaware Constitution instead of a custom oath previously specified in the charter.

Revises charter amendment procedures to allow amendments to be proposed by either a three-fourths vote of the Town Commission or by a 7-member Charter Commission elected by voters through petition signed by at least 10% of qualified voters.
