Proposes a constitutional amendment to Article VIII of the Delaware Constitution to limit base general fund operating appropriations for each fiscal year.

Base general fund operating appropriations may not exceed the prior fiscal year's appropriations adjusted by the average of the three most recent years' Consumer Price Index (CPI) increases plus the average of the three most recent calendar years' population increases.

Governor must limit recommended budget growth to the same formula: average of three recent fiscal years' CPI increases plus average of three recent calendar years' population increases.

Appropriations for emergencies involving health, safety, or welfare of citizens approved by three-fifths of both houses of the General Assembly are exempt from the budget limitation.

Base general fund operating appropriations, CPI averages, and population increases shall be determined by joint resolution approved by a majority of both houses and signed by the Governor.
