Amends Title 16 of the Delaware Code to expand the definition of "financial institution" in Chapter 39 (Adult Protective Services).

Adds broker-dealers, investment advisers, and federal covered advisers (as defined in Delaware Code Title 6 §73-103) to the definition of "financial institution."

Restores protections for these investment entities that were removed during prior legislation (Chapter 438, Volume 79 of the Laws of Delaware) to include them in financial exploitation reporting requirements for elderly persons.

Makes technical corrections to punctuation in the statutory text to comply with the Delaware Legislative Drafting Manual.
