Eliminates distinction between "basic" and "ancillary" services, consolidating all support services under a single "Services" definition that includes transfers, medical equipment assistance, routine bodily functions, homemaker services, companion services, and cognitive task assistance.

Removes prior requirement that eligible participants must qualify for basic services before accessing ancillary services, allowing access to any defined services regardless of service category.

Expands attendant screening requirements to include checks of sex offender registry, adult abuse registry, and nurse aide registry in addition to existing criminal background and child abuse/neglect checks.

Adds provider incentives requirement to fully implement employer-related provisions of Title 24 and requires program operations to include participant satisfaction assessments and impartial grievance systems.

Changes participant payment authorization language from "pay" to "authorize payment to" and allows eligible participants to act through guardians or appointed representatives in the participant-directed service delivery model.
