Creates a "unit for low-income students" funding mechanism providing 1 unit per 250 full-time equivalent low-income students in grades K-12, with partial funding for fractional amounts.

Department of Education shall define the measure to determine low-income student status for unit count eligibility.

Funds must support supplemental services including additional teachers and paraprofessionals, counselors, school psychologists, social workers, intervention specialists, Response to Intervention Services, and before and after school homework assistance programs.

Requires at least 98% of units be directed to schools that generate the funding unless waived by local board of education during a public meeting.

Funding value equals the state-supported salary schedule for a master's degree teacher with 10 years of experience employed for 10 months when used for other services beyond full-time employment.
