Creates a Delaware Commission on Indian Heritage and Culture under the authority of the Secretary of State to establish cultural ties, foster interest in historical and cultural backgrounds, and promote programs and events related to Indian and Indian-American heritage and language.

Establishes a 9-member commission with 3 members appointed by the Speaker of the House, 3 by the President Pro Tempore of the Senate, and 3 by the Governor.

Requires commission members to be United States citizens of Indian descent and Delaware residents, serving at the pleasure of their appointing authority.

Designates the Secretary of State to provide office space and conduct the initial organizational meeting, with commission members electing a chair annually and serving without compensation except for reimbursement of reasonable expenses.

Specifies that a quorum consists of a majority of the 9 members and grants the commission authority to conduct programs, workshops, seminars, and educational activities related to Indian culture and heritage.
