Amend Chapter 80, Title 29 of the Delaware Code to add a new section 8031 on disclosure of information by the Department of Natural Resources and Environmental Control (DNREC).

Define "directive" as any form of communication that directs or suggests DNREC or the State adopt, implement, terminate, or deny a particular rule, regulation, plan, strategy, application, policy or concept.

Require DNREC to post a copy of any directive received from the Federal Government or its agencies on the Department website within 5 days of receipt.

Make directives automatically available to the public on the DNREC website opening page without requiring a Freedom of Information Request.

Address directives from federal agencies, particularly those from the U.S. Environmental Protection Agency, that influence DNREC policy implementation.
