Amends § 6010 of Title 7 of the Delaware Code to add legislative intent that any action taken by the Secretary be limited to the implementation of enabling legislation.

Amends § 8003 of Title 29 of the Delaware Code to require the Secretary's rules and regulations governing Department administration be established "to implement enabling legislation" rather than simply being "deemed necessary."

Establishes that regulations and rules adopted by the Department of Natural Resources and Environmental Control (DNREC) must be tied to and implement existing enabling legislation.

Restricts the Secretary's regulatory authority by clarifying that rules and regulations cannot extend beyond what is necessary to implement laws already passed by the Legislature.
