Clarifies that life insurance and health insurance must be placed only with admitted insurers licensed to write those types of insurance, unless the Commissioner rules otherwise under § 1915.

Allows other specified types of insurance (wet marine and transportation, out-of-state subjects, railroad operations, aircraft, and certain transactions) to be placed with non-admitted insurers without following surplus lines procedures.

Adds reinsurance to the list of insurance types that may be placed with non-admitted insurers.

Reorganizes § 1905 of Title 18 by moving life and health insurance restrictions to subsection (a) and renumbering remaining exemptions in subsection (b).
