Adds new definitions to Delaware Code § 521 including "Snow event" (2-4 inches of accumulation), "Feeder Road" (serves multiple developments or a development with a school/church/business), and clarifies existing snow removal program terms.

Allows residential community organizations with schools to seek reimbursement for plowing feeder roads leading to those schools during snow events of 2-4 inches accumulation.

Reimbursement for feeder road plowing is limited to the same conditions as existing snowstorm reimbursement (75% of actual contracted costs or Department's cost analysis, whichever is less).

Requires contractor insurance, state licensing compliance, and permits organizations to enter joint snow removal contracts with other organizations to achieve economies of scale.

Becomes effective upon enactment and applies to organizations created under New Castle County ordinance within the Delaware Department of Transportation's snow reimbursement program.
