Creates a felony offense for health professionals who intentionally have sexual contact with patients during the course of providing professional health services.

Amends Delaware Code § 768 to add a second category of unlawful sexual contact in the second degree, classified as a class F felony.

Adds a new subsection making it unlawful for health professionals as defined in § 761(e)(4) to have sexual contact with their patients or cause patients to have sexual contact with third parties.

Maintains the existing felony classification for the original unlawful sexual contact in the second degree offense involving minors under 18 years of age.
