Creates the New Home Buyers Fire Protection Act requiring builders to provide written materials about automatic fire sprinkler system benefits and costs prepared by the Office of the State Fire Marshal before finalizing construction pricing with buyers.

Requires buyers to acknowledge receipt of fire suppression system information in writing, and permits buyers to request installation of automatic fire sprinkler systems or other fire suppression systems at the buyer's expense.

Establishes civil penalties for willful violations: $75-$150 for first offense and $100-$250 for subsequent offenses, enforceable by the Attorney General or Director of Consumer Protection.

Exempts real estate licensees and brokers from liability related to builder failures to provide required information, and exempts nonprofit builders offering 0% financing from liability under this act.

Requires the Delaware Real Estate Commission to include a statement about fire sprinkler system availability in new construction property condition reports, with a reference to the State Fire Marshal's website.
