Permits licensed wine producers in Delaware or other states to obtain a Wine Direct Shipper License and ship up to three 9-liter cases of wine annually to Delaware households for personal consumption.

Requires Wine Direct Shipper Licensees to pay a $100 application fee and $100 biennially (or $1,000 biennially for shippers exceeding 200 cases annually) to the Commissioner.

Mandates that wine shipments be transported only through common carriers holding a Carrier Permit issued by the Commissioner and require signature of a person age 21 or older upon delivery.

Requires Wine Direct Shipper Licensees to file quarterly reports with the Commissioner and pay excise taxes to the Delaware Division of Revenue on all sales to Delaware residents.

Makes unlicensed direct wine shipments to Delaware residents a Class B misdemeanor (or Class A for subsequent offenses) and directs the Commissioner to study the impact on in-state wine retailers by January 15, 2016.
