Adds definitions for "group-wide supervisor" and "internationally active insurance group" to Delaware's Insurance Holding Company System Regulatory Act to align with NAIC Model Act provisions.

Authorizes the Insurance Commissioner to act as group-wide supervisor for internationally active insurance groups and establish criteria for determining appropriate supervisors based on factors including domicile location, executive offices, and regulatory cooperation.

Extends the timeframe for holding public hearings on insurance acquisition of control applications from 30 days to 45 days after a statement is filed.

Grants the Commissioner authority to collect information from registered insurers, assess enterprise risks, request group financial data, and enter into supervisory agreements with other state and international regulatory agencies.

Makes information reported to the Department pursuant to group-wide supervision provisions confidential and exempt from public disclosure and discovery, with exceptions for regulatory action.
